question may seem foolish ,but can it possible to add lossless a new preset ,which will just use decomb filter and keep all quality of dvd.

I think Constant Quality of 0 would do that in the x264 settings. But the file size would be enormous: even bigger than the original DVD source. I would just encode to Constant Quality 18 or something.

which format is better mkv or mp4 . i want pros and cons of each.

You can do more stuff with an MKV file (like pass through a DTS audio track). MP4 plays back on more devices like consoles and smart phones.

when we decomb the dvd we eliminating extra frames so what the size differences we get,means 1 gb file converted to how much size .

The size of the file depends on what quality you pick.

i checked the mediainfo file of video coded with constan quality

 18 and 20 there is no much difference all parameters are same except bitrate in 18 is 1000 more than other.

I think you only really need Decomb. And yeah, I don't know why you'd expect changing the quality target to change anything other than that (besides the actual video quality)...
