Can't add new audio track

What would be the reason that for a specific video the "Add Track" button is disabled?

If the input doesn't have any recognizable audio tracks, it would be disabled.

Does that mean that you can't add an audio track to a video that doesn't have one?
That sounds a bit silly.

The HandBrake core that I use can only include audio tracks that come from the source video. It doesn't mux separate audio and video streams.
